Type 4130 magnetic ?

You really don't want a core that's going to retain magnetism, which

4130 will. No matter how easy it is to get, it's not the stuff for the job. There's special steels for this purpose, for prototype purposes you might try cast iron or nodular iron. Both are very easy to machine. What's the hollow going to get you? Room for a return spring?

Im opting for low carbon mild cold-rolled steel (C1018?). It doesn't yield a pretty finish, but it's right for the application.
