Amine-polymers come into mind. All the types I am aware of are already quite soluble at neutral pH, the solubility is only enhanced at low pH. I am sure this can be adjusted by changing the composition.

Are you looking for a polymer for a paticular application? PPG makes plenty of amine based, electrocoat polymer blends that are essentially insoluable at neutral pH, but I dont know of any raw base resin suppliers that might have something similar. You would want to look under suppliers of cathotic electrocoat resins since they are all generally amine based systems.
