A.T.F. orange book, why such a difference?

I wanted a copy of the ATF explosives regs PUB #5400.7 the "Orange Book". The Government Printing Office (GPO) wanted $12.00 for a copy. The ATF website didn't have a price on their order page. I ordered a copy and some fingerprint cards (I'm contemplating going for a LEUP) using the electronic order form and 4 days later a copy of the book and the cards show up in the mailbox. No charge. What gives? I guess I souldn't be suprised. As usual, one hand of our govt has no idea of what the other is doing.

Read it carefully before you get a LEUP to make sure you need one. The orange book is an executive summary. The real law is 27 CFR.

Matt,

I recently requested a LEUP certification pack via email from the Atlanta, GA license office and received all of what you described, and then some, like the environmental impact study of where we are going to use the explosives, and the BATFE sent it to me free and within one week.

I don't recall any charge for books and materials. I think it was all included in the application fee.

The packet appears to cover any aspect of the permit and it's use. So there is more included than what we need to send in. I'll be working on getting my LEUP and will pass along information as I go through the hoops and over the hurdles.
