Hi Scott,

the Kali also require a motor dealer to get an expensive importing license to get motors from out of state. He does not need this importing license to get motors from say a Kali Manufacture.

So they are treating out of state manufactures diferantly, especially since a state of the union can't really call interstate commerce importing but they do.

But are there actually any engine manufacturers in CA? Yes, the law might not hold up under legal challenge, but they could amend it to treat in-state and out-of-state manufacturers the same way, without hurting any in-state companies, so it would likely be a temporary victory (and in any case it wouldn't affect the other restrictive CA provisions).
