That's no plan. At best, it could be considered the preface to a plan. But a *plan* suggests WAY more details than were provided in that speech. ;-)
The idea is to use unmanned ships for cargo, and the CEV for people, right...? On a trip to the Moon, you're going to need some way of getting the cargo from the pod to the CEV - where it will be used.
Unless, of course, you plan to use the CEV as an 'emergency' vehicle on such trips... one or two of the cargo-ships could house habitat modules that will dock with the CEV and provide living space for the crew...
