You missed a step at the beginning. The whole chapter on explosives does not apply if the substance is not explosive. Since APCP, in the form used for rocket motors, is not explosive (see definition below, key phrase is primary or common purpose), then none of the chapter applies.

Explosives. Any chemical compound, mixture, or device, the primary or common purpose of which is to function by explosion. The term includes, but is not limited to, dynamite and other high explosives, black powder, pellet powder, initiating explosives, detonators, safety fuses, squibs, detonating cord, igniter cord, and igniters.

Brand names and product lines are owned by someone, unless they are in the public domain. In which case, they would no longer fit the description of a brand name.
