Rockets are already largely obsolete as weapons of war.

Missile development programs, while fewer in number nowadays, continue to be dominated by a "rocket mafia" that substantially prevent or kill off competing airbreathing concepts such as ramjets that have a real potential to substantially improve performance. As a result, the US has no ramjet-powered missiles in the active inventory, in contrast to France, Russia, India, etc.
