I always use Humbrol Matt Cote for a matt finish. It's reliable and brushes well.

When applying decals to a plstic aircraft kit I use Johnson clear polish

I tend to use Testors Clear Lacquesr in the rattle-cans (gloss, semi-gloss [matt] and flat). Never had any problems with these.
