If I extrude a rectangle and put a 10 degree draft on it. It will put the draft on 4 of the sides.
Is there anyway of selecting which sides to put the draft on?
I want a draft on 2 opposing sides not all 4.

Extruse it straight, and then add a draft feature. This allows you to select the specific faces to draft.

You question was answered already by Dave...
Extrude it straight, then insert the draft feature (separate icon/feature) and select the two sides you want....
