Is there a way while in modeling to rotate about part around a chosen axis. And if so is there a way to specify how many degrees you would like.

Yes and no. You can rotate about an edge, a vertice or an axis by selecting your desired entity with your cursor while in Rotate mode (with the circular arrow cursor symbol showing). If it's an axis it must be visible, and you must pick it in the graphics window, not in the feature tree. AFAIK there is no way to specify a specific angle.
