Question: was the referenced item written by an academic, like a professor at a large university?
I'm willing to wager my spearmint leaves that it was. There is pressure in academic circles for professors to write their books and papers in such "circumlocutionary" language. The more difficult it is to read or comprehend, the greater the likelihood that professor will get, among other things, grants for research, perks, etc.
Go figure.

The article in question cites goings-on at Siemens. It talks about a woman who is an SAP programmer at $98,000/yearly who gets replaced by a Indian/Pakistani on an L-1 visa making about 45% of her wages. She wasn't supposed to ask his visa status or wage, but did anyway. She and 10 others were fired and replaced at a fraction of the cost. DOJ rejected her claim but is investigating claims of the other 10 co-workers.
The purpose of L-1 visas as explained in the article is to let multinational companies shuffle employees around. Siemens hired Tata consultants (India) to replace their own people (USA). Since when is a consultant an employee of the client company?
Last I heard, my Congress is supposed to work for me, not a bunch of foreigners. I guess they care more about them than me. I know how I'll be voting.

What we are seeing is the wholesale shopping of work for our less able citizens to foreign countries, while our own less able citizens will now have to make do with even lower-paying, or no, work. In short, selling of lower-end jobs to foreigners is going to leave more of our citizens in poverty and on the dole. Selling our higher-end jobs is going to leave more middle class people in lower classes. In short, we are going to become a nation of haves and have-nots, even more so than we already are. The executives will get extremely rich and we will get extremely poorer. That is a ripe condition for a revolution, which I predict by 2050 in America if current trends continue. America's time has past when its own politicians sell it out.

Just a curiosity question:
Can anyone think of a reason that a CEO's job needs to be in the US? Let's say Carly Fiorina at HP, if you could find an equally qualified individual, in say India, why would being in India be a factor? Other than being 1/3 to 1/5 the cost?
Board meetings? (Fly in lot's of Board members do that already.) Share holders meetings? (See above). Public speaking engagments? (Usually done as a second job and not company business anyway)

It doesn't. Lots of corporations (I've read) have "shell headquarters" off-shore to avoid US taxes. There is a quiet movement in Congress to end this, but it'll probably take 20 years and be gutted by the time it happens, like election reform.

Old news, old tactic. For years and years companies have incorporated in Delaware. Other states are now becoming havens for encorporation as well as offshore locations.
What I'm asking about is the corporate headquarters location where the "top brass" hangs out. Why isn't HP (for this example) headquartered in Bangalore, Pune, ?

Because nobody with lots of money wants to live in Bangalore, Pune, etc. They want to live in "nice" places like California and Connecticuit. I certainly don't want to live in a Third World country, and I'm far, far, far from wealthy.

By George I think you've got it! I don't think you quite realize it yet, but you got it.
Not talking about having the current CEO's move there. I'm talking about out sourcing their jobs there. I have no doubt there are very qualified candidates in, lets say India, that can do every bit as fine a job as most current CEO's who are out sourcing other company jobs.
