If it's a fixed speed engine, there should be a steel screw, maybe
3/16" dia., with one or two locknuts, sticking almost horizontally out of the top LH corner of the timing case as you look towards the engine. Slackening the locknut and screwing this screw in should reduce the governed speed somewhat. Of course, if there isn't much screw showing, you won't be able to reduce the speed much without tearing things apart.HTH Tim
