A knotty problem indeed. Would it not depend on what percentage of power was used for propulsion and what to drive the workings of the mower, rotivator etc? Some engines could perhaps then be considered as 'partly stationary' and have their own enclosure at rallies ;-)
BTW. The T600 was originally supplied to Jowett, probably for use on a Greens roller (both companies being part of the Hawker-Siddely group and poor old Jowett reduced from its former glory to sub-contract engineers) and therefore hardly stationary at all!
