I don't know about Britain in Simon's modelled era, but here in NZ in my working life era there have been absolute rules about how long live stock can be in a wagon or truck before they must be let out for food water and exercise. Even in 24 hours there can be deaths.

But you are supposed to say horsebox goes with passenger not goods, to which will ask what if no horse on board ? Am still checking on that one.
