Well as best I can figure it...
E71T-11 has a lower hydrogen infusion level that E71T-GS, so unlike E71T-GS it CAN be used for multi-pass welds...BUT... It has no Charpie V Notch ratings so it is limited as to structural welding applications. For Structural work E71T-8 is preferred.
To equate these to stick rods... E71T-8 = 7018 Low Hydrogen, Structural. E71T-11 = 7014 Low Pen, clean , multi-pass for up to 1/2" steel E71T-GS = 6010 High pen, aggressive, single pass.
