By using paints that are compatible with foam and have a glossy finish. You also need to fill in the foam surface is if isn't already. There are plenty of hobby paints that are foam compatible. Check with your local hobby shop. To get the best finish, you will need to spray the paint rather than brushing.

Lightweight tissue applied with wallpaper paste or thinned PVA adds very little weight and gives a good surface for painting.
