You can hook the motors in parallel and batteries in parallel and use one speed controller (watch the total current rating!).

You can hook both packs in series with the motors and use one speed control (watch the max voltage rating!)

You can use one pack with each motor and use two speed controls. There are even modules that allow you to match speeds using the trim.
