Is it possible to set up a text field in a layout that presents the current drawing scale and is automatically updated whenever the scale is tweaked? If so, how is it done?

I recent versions, you can use the field tool:
FIELD -> OBJECT [select object] [select 'custom scale property'] [select place where you want to put the note]
In older versions you'd need to write a custom lisp routine or (maybe) a diesel expression using rtext. You could try googling some of those terms.
