I doubt you will have a lot of luck finding freelance work from people who don't know you. It is hard enough to convince those you know to outsource. A former employer might be a good place to inquire.

I can't recall where I saw this, but there are websites out there where drafters and people needing drafting connect.
As I recall, there were quite a few people that were pretty obviously from India or something advertising to draft for like $5 per drawing or something. I don't know what their quality was like.
