Why can't China, the worlds biggest manufacturing country make a good set screw ?
Seriously, why don't they understand that they should be made to a nominal size, and made from a good material ?

It has to do with the language barrier.
The US company calls up and tells the China Rep.
"I need 500,000 set screws."
He tells the shop foreman he needs 500,000 "Shet screws."
The foreman tells the worker to make 500,000
"Shit screws."
end of story
You order 100 and they send you 200 and tell you to pick out the good ones and then send them out to get heat treated and case hardened.

They can make set screws every bit as good as anyone else in the world,and do.The problem is your importer does not want to pay for quality so imports crap from a lower grade supplier.Bigger markup for him when a mug comes to buy them.
But the buyer thought he made a great buy saving the company $.03 per
