Yes, it's still permitted to fit BS456 round pin socket outlets.

All reputable manufacturers now make them with a shutter (mem250, Crabtree > MK etc)

They have to be shuttered when used in residential premises, but don't have to be shuttered otherwise.

Their main use nowadays is in hotels as a lighting socket for table lamps > and the like

I have used the 2A ones as wall outlets for lights switched at the doorway.
