Where can I purchase KW 400T and KW dead bolt plugs KA in multi sets?

Don't think you can get just the plugs. As for KA, most locksmith distributers can get entire locks KA in sets of 2, 3, 4, or 12. Been a long time since I had this conversation with my distributer, so it may have changed. Or my memory may have failed.
OTOH, a locksmith can buy them random keyed, and then rekey them to all match the same key.
