Does anybody know how I can open an arbitrary text file for input using ANSYS script?

You are not being very clear in asking what you want to do.
Do you want to read ANSYS commands from within a file (in which case see the File menu);
Do you want to read data from file in which case see the ANSYS BASIC Guide section 18.5 entitled "Reading Your Own Files into the ANSYS Program"
