power hammer problem

i have a electrically operated power hammer.it works on fast and loose pully principle.shifting of driving belt is controlled by pedal.it is
not in work for many years also its settings are changed.now it is not giving the same power to hammer. the leaf spring lifts the hammer head & it comes down by its own weight.it is not exerting much force on the workpiece.can you tell me what will be exact problem with it?
