What is the compensation package offered? Is it so measly that you are ashamed of publicising it? Or are your other engineering employees so underpaid that publishing the figure is liable to cause a riot or mass defection? With your very precise job description you either wish to "steal" an employee from a competitor, or you already have an individual in mind and are just "going through the motion" of trying to locate the "best person" for the job so that you can tell upper management that you "tried your best".

Typical HR hogwash.
