Ssssssh, we're not supposed to notice. We are supposed to, however, think there was a surplus during the clinton years when he used enron-esque number shuffling to pretend we had a surplus (even though the debt continued to climb in those years...hmmm...how could that be...)

Your phrasing is misleading. The deficit itself did not "shrink", just the difference between the debit incurred in the first part of 2007 verses the first part of 2006.

The overall deficit *increased* 148 billion in the first part of 2007.

Perhaps taken alone, but a quick Google of "federal deficit" shows that the common meaning is the same as the "national debit", the total long-term indebtedness of the US government.
