The Bushinistas will latch onto any statistic, valid or not, in an attempt to make their boy look good.

That is the definition of deficit, deficit is an increase in debt per year (or month).

Perhaps taken alone, but a quick Google of "federal deficit" shows that the common meaning is the same as the "national debit", the total long-term indebtedness of the US government.
