Because the government wants juriors to believe that when the government acts in an immoral or criminal manner its OK.
Because prosecutors with political ambitions like to boast of how many people they sent to jail when running for office.
Inciting criminal acts is OK if the government does it.

The people are all people.
The Constitutions recognizes that the People have rights that existed before the Constitution. All people have these rights, most countries don't recognize them. All people have the right to keep and bear arms, but the US govt only deals with those under its jurisdiction.

You may be surprised to learn that you also have these rights when accused of a crime, even if you are not a criminal and have not committed the crime.
