In the States the Wall Street Journal publishs some scrap prices. There is also a trade paper that you might find a copy that you could read at your local scrap yard.
But if you are interested in the price that you can buy or sell small amounts, you might as well just call around to the scrap yards in your area. The buy price will be much less than the sell price. Here the local scrap yard does not pay for steel and used to sell it for $.20 / lb. The yard recently changed owners and I am not sure of current prices.
