That is a smoking tobacco pipe ream for the bowl - and the drill is for the stem - to clean out carbon and tar.

Hmm ... downloading the html and looking at it shows that it is
*full* of JavaScript.With Opera as a browser, I see it either with javascript enabled or disabled. (I went in originally with it disabled as is my default.) This is on a Sun UltraSPARC based system running Solaris 10 as an OS.
The HTML is full of bunches of blank lines between sections which serve no useful purpose that I can see. Total of 1278 lines of html, where really only a dozen lines should be needed at most (with your own web hosting system, not with whatever the hosting system is here.
As for what it is? It sort of looks like something designet to expand to clean the bore of something. Presumably the center "bullet" is spring loaded and withdraws to allow the arms to close. Not sure why the pilot drill, however. Another view of it might help a bit. (Or are there other views hidden by the JavaScript? I only see the nose view and the separate pilot drill with the knurled knob on the end.
