You have not supplied enough information to answer this. What are the parameters that you are trying to optimize? (Lowest formulation cost? Lowest mixing cost? Highest throughput? ...) Is this a mixture that is dispersed in water, such as with polyethylene oxide, polyethylene glycol or polyvinyl alcohol?
The posted question is just to vague to really supply you with a helpful answer.
