What is the adhesive commonly used for peel & stick items, like plastic coat hooks, or the buttons for belt clips?
It looks a little like rubber cement but is more sticky. Seems to soften with mineral spirits or lighter fluid, maybe dissolve a little in it.

They are usually crosslinked acrylic pressure sensitives, on a foam polyethylene support. They will not completely dissolve in any solvent, just swell somewhat.
