Well, I googled it on comp.cad.pro-engineer and no hits. This is MUCH undiscussed. Stuff that turns up regularly in NG traffic is likely a widespread problem; stuff that does not is likely an anomaly.
But, I suppose that kind of statistical approach is not very satisfying. Generally, they show up with a quantity of one, in the BOM (but they do show up!); the balloon, on the other hand, may be more difficult: balloons usually like to attach to something. And, since there is no physical geometry of a bulk item ~ no actual, phyical part to attach to ~ it just might not show as a balloon.
Also, other things, such as a sort order to exclude a component, or a table relation, could be used to 'suppress' a part from the table (and the BOM balloons).

T Bennett, sorry bulk items can't be shown as balloons. It's a dra bakc and as I see it a big flaw with the whole BOM and it's workings You can create a symbol and but them in that way, but they won't ti to the BOM
I use my bulk items as 900 numbers, this way the chances of the
mixing or changing with the rest of my find numbers are few

You can't do it.
Also, they don't like their indexes being fixed. Sometimes the fixed indexes will stay fixed, other times they will revert back. It's a bit random.
