Is there any way to move components from one sub-assembly to another sub-assembly without losing the assembly mates? In Solidworks you just drag and drop and as long as the components were mated to each other then they keep the mates.

constraints do not necessarily get lost while restructuring, but it may become pretty tricky to re-constrain if they do. That happens only if the part/assembly they are related to is out of scope for the assembly you´re actually working in.
Better check for proper constraints first from a higher level assembly (redefine and pick mating planes etc. from the target assy), then restructurize. Drag & drop from within the model tree - works great.
