Cirrus is a "house brand" of the Hobby People retail chain. They used to be made by GWS, but now they use a variety of other manufacturers. Their Cirrus CS-36 is a reworked version of a Futaba S3003, for example. (The two servos are NOT identical, however). The Web site is http://www.hobbypeople.net .
For JR try: http://www.jrpropo.co.jp/ However, JR has several divisions, so try doing a Google search on "Japan Remote Control" (with the quotes). JR's are Asian imports, brought into the US market by Horizon. So as far as Horizon is concerned, they are the manufacturer. The Web site is http://www.horizonhobby.com .

Oops...forgot to add: these are not technically DC servos. They are RC servos.
