Pin 19 Labeld as G i assume is to be affter r1 from parallel power and labeled as vcc is this to go to the header pin 2 vcc?Thanks

Vcc(R1) should connect to Vcc(JP1:pin2). Pin 19 should not connect directly to Vcc. Pin 19 is going to get pulled up near +5V but at some point the program (on the PC) will pull it down. R1 is used as a pull-up. Hope this helps.
