Your DAFT friend's comment does make some sense; the BATFE calls a propellant an explosive and uses that as proof it needs regulation.

All materials used to impart momentum to a rocket will henceforth be called "momentumite", proving beyond a shadow of a doubt that they are not explosives, that BATFE has no jurisdiction over them, and that they are not regulated materials.

LDRS will be called "High Energy Motor Projects" (HEMP). No, wait. LDRS will become "Benign Aerospace Test Flight Experiments" (BATFE). No, no, no. Okay, LDRS will be named "Flight Experimentation and Recovery" (FEAR). Wait, wait, wait. Okay, okay, LDRS events will now be called "Small Motor Assemblies Relative To A Space Shuttle".

Just simply call it LDRS and leave it at that. Kind of like YMCA which actually began as the "Young Men's Christian Association." Of course, that nomenclature doesn't mean anything anymore and people would give you "dangerous" looks if you referred to it in this way.
