The decision was to have the judges ignore the clue on the tampered with vignette, but since there was not another witness to the tampering, not to punish the tamperer. Since the vignette builder caught the tamperer in the act and ripped off his name tag, and there clearly was glue on the vignette, that was more the enough for me.
Throw the tamperer out of IPMS, throw him bodily out of the building along with his entry. My solution as that would put an end to it. Their way will just lead to more problems.
