Are These Preiser Figures ?

no box art and the number of figures in the sets seem high for Preiser.

Yes, the "PSR" in the stock number, PSR-67001, is consistant with Preiser.

I have two sets of the American ones. Pretty good for standing around - one of the pilots has a choice of heads with either "C-Cap" or flight helmet and goggles among other things.
Generally Preiser cuts a figure and then scales it up or down to use in sets. Pantographs work wonders!
