What I saw was a launcher that looked in pretty bad shape. May have been taken from a traiing sight by a soldier looking for a memento. Training rounds for the most part are inert or may only contain a small marker charge if any. The point being you train someone how to safely use them before you give them the real thing. In this case if all they found was just the launcher without a load, ie a rocket in it, then yep you couldn't hurt a fly with it unless you smacked it with the launcher. Speculation here but it sounds to me from where it was found that somebody either stashed it intending to come back for his prize later or got scared because it's jail time if your caught with one and ditched it. I hope thats all this is.
