When creating boundary surfaces that connect to each other I either connect with tangency or tangency with continuous curvature. Why then when selecting one of those surfaces and asking for a select tangency doesn't it pick all the surfaces I created?

It's not clear to me what is happening or what you are doing with the selection? Can you post a example of video somewhere so we can see what it's doing?
My only guess is that the option for tangency is being used on only one of the edges, not all because of the check mark is not selected or somehow becomes deselected?

you may need to knit the surfaces first.
