is there an application/program which allows synchronization of dual pointers on dual screens connected to a single PC through a dual screen graphics card?
This in effect is to do two things at once, so that in 4D CAD, it is possible to rotate different objects displayed on two screens at the same time in sync.

I don't think this is possible with one pc. NVIDIA drivers have a clone setting but that isn't what you are after...do you want to do this for presentation purposes as in have a cube on one and a sphere on the other rotating in sync? if you used span view you could create one large window half on each monitor and make an assembly of the 2 parts with a hidden crank type link - thus when moving one both turn?
