How about creating a plane through the axis of the .250" hole a perp. to whatever plane you use for the 3/16" hole and then use "Up to Surface" and pick that plane?

Or if you don't want the 3/16" hole ending right in the middle of the .250 hole you could add a second offset plane and use that.

Why not?

I would just put a sketch on a plane parallel to the center line of your hole, either on center or offset slightly more than the radius of your hole. Draw your 45 degree line in the right position, add three more lines to make a complete box, and then extrude it to fill the hole.

.250. The depth of hole "A"

Since the center line of hole A is on the outside diameter of hole B, what do you mean when you say you want it to stop when it intersects B? Half of your hole A never intersects hole B, so where do you want it to stop?
