How you fix z scale track to base? tracks are so small that fixing by nails is out of question, or is it? Glue is one alternative, but removing will be difficult.

You'll find that white glue works quite well on Z scale track (and cork). No difference from any of the other scales. Use push-pins to hold it where you want it and set a can of food on the track overnight to allow the white glue to dry. Done.
White glue will release the track later by just putting a few drops of water on the track and waiting 15 minutes. Cycle removed track through your automatic dishwasher (with the heat cycle turned off) and it will be as good as new again.
