A letter to Chair of the Tech Ctee would be best IMO, with or without the backing of the Division. It's not necessary to state that the standards need revsion - that's one of the medium to lomng term goals, and IIRC it's the reason Rutger (forget his last name) took on the job of chiaring the Tech Ctee.

The best letter would be one that gave the kinds of numbers you would oike to see adopted -- IOW, at least a sketch of the new or revised standards or RPs.

The real problem is getting people to do the actual work... It's rather tedious making darwings, having them checked, etc... :-)
