TIG over Black Oxide

A customer is requesting that the bolts in his assembly be TIG welded in place to make them permanent. I've not been able to talk him into loctite.

The application is a through tapped hole, and the end of the bolt comes just shy of the back face of the part (within .03"). The bolts are black oxide and the piece being assembled is cold rolled steel.

Should I do something to strip the black oxide prior to making the plug weld? I'm thinking of using ER70S2. I could bead blast the tips of the bolts prior to installation, but there are a lot of them and I'd rather not if it would be safe not to.

Have you tried to talk him into welding using dual shield with a MIG welder?
