Coalition Releases Letter Meant for al Qaeda By John D. Banusiewicz American Forces Press Service

WASHINGTON, Feb. 11, 2004 - Saying it illustrates a calculated effort by foreign terrorists to derail democracy in Iraq, coalition and Iraqi officials in Baghdad today released a 17-page letter intended for al Qaeda leaders that a courier was carrying when he was captured last month.

Officials have described and characterized the letter in previous news briefings this week, but released a transcript in Arabic and a key-point English translation to reporters at today's briefing.

Analysts have determined that Abu Musab al-Zarqawi, a Jordanian believed to be behind various terrorist acts in Iraq, wrote the letter to seek help from al Qaeda's top leadership in stirring up violence among Iraq's ethnic groups. This way, they say, he hoped to quash the country's progress toward stability and democratic self-government.

The coalition today doubled to $10 million the bounty it will pay for information leading to Zarqawi's death or capture.

Dan Senor, senior spokesman for the Coalition Provisional Authority, said the letter lays out a plan for provoking civil war in Iraq. It warned al Qaeda leaders that foreign fighters will lose their pretext for waging terror in Iraq if the Iraqi people take effective control of their country.

Senor said the letter also provides a blueprint for how the terror strategy will fail. "It is very clear it will fail if we continue to ramp up the number of Iraqis serving in security services," he said. "It is very clear that the terror strategy will fail if America continues to show (the) resolve the coalition has demonstrated over the past 10 months. And the terror strategy will fail if we hand over sovereignty to the Iraqi people on June 30, as outlined in the Nov. 15 political agreement."

The fact that the Zarqawi letter specifically references that time frame, Senor continued, underscores that elements associated with al Qaeda feel threatened by the prospect of a sovereign, democratic Iraq.

An "encouraging detail" in the letter, Senor said, is Zarqawi's frustration at his inability to find many Iraqi sympathizers, who he wrote are "as rare as red sulphur."

Army Brig. Gen. Mark Kimmitt, deputy operations director for Combined Joint Task Force 7, said releasing the letter lays out Zarqawi's plans for terror in Iraq for all to see. This, he said, will increase awareness that foreign terrorists are operating in Iraq and will encourage vigilance among the Iraqi people Furthermore, it will enhance the likelihood that Iraqi citizens will recognize terrorists for what they are and turn them in.

Mohsen Abdul Hamid, current holder of the Iraqi Governing Council's rotating presidency, joined Senor and Kimmitt at the coalition headquarters podium for the briefing. He said the Iraqi people have a message for the terrorists who in the past two days have targeted Iraqi army and police recruits with car bombs, killing 100 people.

"Let there be no doubt that we are going ahead with our plans to regain sovereignty and establish democracy," Hamid said. "Our determination to proceed with our plans is undiminished. Our people are united behind us. The (United Nations) and all peace-loving people are also with us, and these acts of cowardice will not succeed."

It's clear what the terrorists are trying to do, and that the Iraqi people won't let it happen, Hamid said.

"Obviously, Zarqawi is betting on Iraqis fighting each other," he said. "But this is not going to happen. We are all one nation."

Hamid cited the September assassination of Shiia cleric Mohammed Baqir al-Hakim as a previous failed attempt to turn Iraqi against Iraqi, perpetrated in the hope that Shiia Iraqis would blame another ethnic group and retaliate. "In fact, the people of Iraq were united when a Shiia leader was assassinated," he said.

Kimmitt said intelligence is the "coin of the realm" for precise operations by coalition military and Iraqi security forces that kill or capture foreign terrorists and remnants of Saddam Hussein's regime. One goal of releasing the Zarqawi letter, he said, is that with the terror plan and the terrorists' sinister intents laid bare, even more information will surface that brings the country closer to security and stability.

I am top posting for ease on this occasion. Either I have got some posts gone astray from the server (in which case I apologise) or you have gone off on some tangent or other. Who are you responding to in the post below ?

In case it was me >:-) then I would like to throw in the following comments...

A documentary series has just revealed how close we came to a major disaster at christmas. A European christmas market was targeted by terrorists, fortunately on this occasion the intelligence services picked up on it and the suspects were arrested. The explosives were found and the method of delivery was also ascertained. A video of the route to the target, the target itself and the best escape routes was also found. Believe me if this had gone ahead then the casualties would have been horrific ! Yet again it was revealed how extensive (right throughout Europe for instance) the terrorist network is. Video of the outdoor market showed how packed with men, women and children it was.

Intelligence sources have again stated that an attack on England is a case of when *not* if. How many airline flights have been cancelled into America recently ???

Some prat trying to appease public anxiety by implying that Iraq is nearly home and dry will probably regret the "sound bites" that will come back to haunt him later on. The unfortunate death of some 50 people shows that we are right on top of the problem !!! Despite what the comments below imply the fact is that the attacks have become more cohesive lately.... according to the intelligence sources on the ground...

When reference is made to the coalition's military capabities can I pose a question ?

America has undoubted military might and superior technology... fact. How do you propose using, for instance, an Apache Longbow against a 4 man cell of terrorists operating from a flat.. somewhere in the world ?

I suggest we just hope and pray that the intelligence services don't drop the ball... going to be messy every time they do !!!

I would *love* to accept your version of the likely future, unfortunately I think history may differ.

Everything I have mentioned is in the public domain.. courtesy of several T.V documentaries and news broadcasts. Officials of several countries police and intelligence services have publicly stated their views.... although Hollywood hasn't released it's version yet.

Sorry but... these are the simplistic jingoistic terms that raise false hope. Read your missive below again and bear in mind the following points... America is seen to be increasingly eager to "get out from under" and hand over control to some sort of Iraqi administration... bearing in mind that America is not noted for going the distance after it has started something... ! Other sources have stated that the recent attacks have become more co-ordinated and seem to be led by OBL's network. Do we see some discrepancy here ???

You can take comfort in the hype. I will go for the less comforting truth.

Ever hear of Ansar al-Islam? A terrorist group supported by Saddam who has been fighting the Kurdish Militia, the Pesh Merga. Ansar al-Islam also has ties with Al Queda. Ansar is also currently behind many of the current trend of suicide bombings going on in Iraq.

In addition, we know that a high ranking Al Queda leader was provided some serious medical treatment in Baghdad. His name is Abu Musab al-Zarqawi and his presence in a Baghdad hospital for two months required the approval of Saddam's secret police.

Want more? We know there were terrorist training camps in Iraq before the war. We watched them with our satellites and UAV's.

Still want more? Then I suggest you pull your fascist, Jew and American hating head out of your left wing arse and smell the coffee!

You can wrap this around yourself, like a comfort blanket, if it gives you a warm fuzzy feeling.

The rest of us will see the ground being prepared, and the propagande being spouted, prior to the U.S hauling ass out of there as soon as possible.

As usual the U.S is going to break records in getting out of a situation that has got away from them. Watch the bloody mess that erupts once Iraq has been abandoned with not even half a job done.

It should be interesting to see the political Punch and Judy show they set up before scarpering. Damn near anything will do if it gets them off the hook and allows them to run for home !

Ameriucans are all right, but not for the whole weekend.

As far as Jews go, what delaing s I have had on a personal and commercial nature have shown them to be on eavregae, better and more decent people than most other identifiable groups I have come across.

Sadly, the dross went to Israel, and look at the mess they have made. It would seem the very best stayed away...

Bit like what happened with the Pilgrim Fathers I suspect. :-)
