You could probably find a good used "Honeywell Round" from your local heating / plumbing contractor

There is no such thing as a 'temperature controller'. There are many different controllers for many different applications. Your question is a bit like asking, "Can anyone recommend a cheap and good tool?" without giving the slightest clue as to whether you intend to drive nails, saw wood, or remove a virus from a computer.
