Start with the 16F84 - it is simple and lots of example code around. Besides, its flash programmable and you can re-use it many times. I personally bought the PICStart Plus from Microchip due to a knowledgeable colleague at work being selfish with his help (thanks a lot Walter Piel). Not sorry I bought it although it was (is ?) expensive. You can, however, get around with PIC programmer circuits downloaded from the 'Net.
Good luck, it is an interesting field.
