Lightning Protection - Is It Ever Mandatory?

Does anyone know any resources that explicitly state whether lightning protection (rod type, not arrestors) on certain types of buildings is actually mandatory? I've checked through the NFPA 780 and the Canadian equivalent, but they are very ambiguous in this respect. I'm an electrical engineer and I'm looking into whether a lightning protection system would be mandatory or not on a building about 150' tall at a potash mine.

Any help would be greatly appreciated.

It may not be mandatory but if you are in a high thunderstorm area (Saskatchewan) it would be a good idea. Good grounding is extremely important.
