For one thing, the tape's adhesive could become gooey in the warm Florida sun and the wire could spring free. The one tape looks stretched and about ready to turn the end loose! Why not wrap the wire around itself?

The pole was newly installed and the lines coming in from the left (the taped ones) were later removed. Not sure the reasoning behind this.
